DILI, 01 June 2026 (TATOLI) – The Government of Timor-Leste, through the Ministry of Transport and Communications, with support from Cambodia’s Ministry of Post and Telecommunications, has launched Verify.gov.tl, a national digital platform for verifying the authenticity of government-issued documents.
Based on Cambodia’s successful Verify.gov model, the platform marks a major step forward in Timor-Leste’s digital public infrastructure, enabling government-issued documents to be reviewed and authenticated through a standardized QR code system that serves as proof of authenticity.
The launch of the digital platform follows a memorandum of understanding signed in January 2025 between the two ministers, covering cooperation in postal services, telecommunications, information and communications technology (ICT), and digital transformation.
The rollout of the platform underscores growing bilateral cooperation between Timor-Leste and Cambodia, particularly in the context of Timor-Leste’s accession to ASEAN last year.
Cambodia’s VERIFY.GOV.KH is the Cambodian government’s platform for document verification. The platform allows citizens, businesses, and government entities to access, verify, and confirm the authenticity of documents issued by government agencies as well as public and private educational institutions through a standardized QR code system.
Minister Marques said a Cambodian technical team traveled to Timor-Leste in March 2025 to conduct an assessment with the National Directorate of Land Transport on integrating the verification system into driver’s licenses.
He said the inclusion of QR codes on driver’s licenses is intended to strengthen document authentication and improve the security of personal data.
Marques added that several QR code-based licenses have already been tested, and the government plans to gradually replace all manually issued licenses with the new digital version.
He said the National Directorate of Land Transport will also be able to revoke licenses in cases of serious violations. Temporary licenses are also expected to include QR codes in the future to confirm the identity of document holders. “This system will eventually be expanded to other official documents as well,” Marques added.
