DILI 13 april 2023 (TATOLI)– The Forum of Non-Governmental Organizations in Timor Leste (FONGTIL), the NGO BELUM and the Justice System Monitoring program (JSMP) released the results of advocacy research on the monitoring system for Child Protection, Public Crime and Justice in Timor-Leste.
FONTIL researcher Antonio De Lima said the study aimed to gather information and evidence to provide best practices through publication.
“We collect information to improve and increase the finances of Civil Society Organizations that focus on public crime advocacy, monitoring justice, and child protection,” said FONGTIL researcher Antonio De Lima in his remarks in the Suai room, this Thursday.
He said the research identified that local NGOs continued to lack the financial capacity to support civil conflict advocacy programs at the community level.
According to Lima, FONGTIN uses a methodology in research designed to gather information and also analyze data collected from other NGOs that have been published by the government and international NGOs.
JMSP, José Monis on the other hand said, in JMSP’s observations, there was a lack of justice at the community level, saying in JMSP’s 2020 data recorded over 1701 civil cases and 3365 criminal cases. The 1701 cases are under the court. JMSP also observed that there is a lack of justice sensibility at the community level.
Based on this data, Belun researcher Ramalho Caetano said that the research that has been conducted by the three NGOs is a best practice for resolving community conflicts through advocacy and communities can get more knowledge for communitarian conflict solutions.
“We have a strategy to provide advocacy for traditional conflict solutions at the community level through the promotion of peace by holding the “Nahe Biti boot”, he said.
Following these concerns, the NGO recommended to the government through the Minister of Justice (MoJ) and the Ombudsman for Human Rights and Justice (PDHJ) to strengthen the justice system in Timor-Leste.
