DILI, 16 March 2026 (TATOLI) — Prime Minister Kay Rala Xanana Gusmão, accompanied by State Administration Minister Tomás do Rosário Cabral, inaugurated the One-Stop Shop (Balção Único) building in Lautém on March 16.
The Lautém One-Stop Shop is part of the government’s administrative modernization and public service decentralization efforts, allowing citizens to access multiple state services in a single location more quickly, simply, and transparently. The facility is designed to reduce time, costs, and travel for residents living far from the capital.
“The One-Stop Shop brings the Government closer to the people, gathering in one place the services citizens need to process their documents with greater ease,” said Minister Tomás do Rosário Cabral.
Services now available at the Lautém office include identity card issuance, passport services, and criminal record certificates.
The operation of the facility results from coordination between the Ministry of State Administration and several public institutions, including the Ministry of Justice, responsible for the document issuance system, and the Ministry of Transport and Communications, which ensures connectivity for the service. The initiative has also received support from United Nations Development Programme (UNDP), a partner in the process since 2023.
Minister Cabral noted that One-Stop Shops have already been established in Manatuto, Baucau, Dili, Ataúro, Liquiça, Aileu, Manufahi, Covalima, Oe-Cusse, and Bobonaro, with Ermera expected to open soon and facilities in Viqueque and Ainaro currently under construction.
“The One-Stop Shop allows the Government to approach citizens directly, bringing essential services together so people can complete their documents more easily,” Cabral added.
The President of the Lautém Municipal Authority, Mélio de Jesus, thanked the government for the new building, highlighting that the infrastructure would improve local access to public services and facilitate the processing of official documents within the municipality.
With the Lautém inauguration, the government continues the nationwide expansion of the One-Stop Shop network, reinforcing the presence of public services in municipalities and improving access to state administration for all citizens.
