DILI, 22 April 2026 (TATOLI) – The new ambassador of India to Timor-Leste, Mahendra Singh Patiyal, on Wednesday presented his credentials to President José Ramos-Horta. The ceremony took place at the Nicolau Lobato Presidential Palace.
Ambassador Mahendra Singh Patiyal brings over three decades of diplomatic experience to his new role, having served in various capacities within India’s Ministry of External Affairs both at headquarters and abroad.
Mahendra’s overseas postings include assignments at the Embassies of India in Sofia (Bulgaria), Zagreb (Croatia), and Manila (Philippines). Most recently, he served as Counsellor at the Embassy of India in Tunis, responsible for commercial affairs. Nominated as the second resident Ambassador of India to Timor-Leste in July 2025, Mr. Patiyal’s extensive expertise underscores India’s commitment to deepening bilateral engagement.
Since establishing diplomatic relations through the signing of a Memorandum of Understanding on January 24, 2003, Timor-Leste and India have built a cordial and expanding partnership founded on shared values of democracy, pluralism, human rights, and the rule of law. Bilateral cooperation has deepened across defense, education, health, agriculture, and cultural exchanges.
Key milestones include the historic visit of Indian President Smt. Droupadi Murmu to Timor-Leste in August 2024, the reciprocal opening of resident embassies in Dili (September 2024) and New Delhi (October 2024), and signed agreements on visa waivers for diplomatic and service passport holders, cultural exchange programs, and media cooperation between RTTL and Prasar Bharati. Both nations are now working to establish a Foreign Office Consultation mechanism to further institutionalize regular dialogue on priority areas.
President Ramos-Horta warmly welcomed Ambassador Patiyal and expressed confidence in his ability to further deepen the ties between the two nations.
“Today marks a significant step in the enduring friendship between Timor-Leste and India. The presentation of credentials by Ambassador Mahendra Singh Patiyal reaffirms India’s steadfast commitment to our nation’s development and regional stability. India stood with us during our struggle for independence, and now, as we strengthen our bilateral cooperation across defense, education, and health, we look forward to deepening this strategic partnership,” stated President Ramos-Horta.
José Ramos-Horta said the recent visit of Droupadi Murmu and the opening of resident embassies in both countries underscore a shared vision for peace, prosperity and stronger bilateral ties.
President Ramos-Horta expressed confidence that under Ambassador Mahendra Singh Patiyal’s tenure, bilateral cooperation between the two countries will deepen further for the benefit of the people of both nations.
