Timor-Leste and Australia Intensify Talks on Greater Sunrise Development

DILI, 03 July 2025 (TATOLI) – The governments of Timor-Leste and Australia have intensified discussions aimed at concluding negotiations on the development of the Greater Sunrise oil and gas field.

Minister of Petroleum and Mineral Resources, Francisco Monteiro, told reporters following a meeting with Parliamentary Committee D, which oversees economic and development affairs.

The talks highlighted Timor-Leste’s push to accelerate the project’s implementation, as it is regarded as the country’s largest future source of revenue, with an estimated value of up to US$50 billion.

“Negotiations are still ongoing. There was a slight slowdown recently due to Australia’s election and the formation of its new government. However, in recent weeks, discussions have resumed, and we are working toward a mutual commitment to intensify meetings and conclude negotiations by the end of this year,” said Monteiro.

He emphasized that Timor-Leste is well prepared for the talks but noted the need to continue discussions with the joint venture partners—Woodside, Osaka Gas, and Timor Gap.

Regarding the Tasi Mane Project, the Minister said preparations are underway to launch public tenders for the Suai Supply Base and the construction of the highway connecting Zumalai and Natarbora.

“Our technical team is independently conducting feasibility studies. Once negotiations are complete, we will be ready to move forward with implementation of the project,” he said.

Monteiro added that project implementation is expected to begin between 2027 and 2028, with oil and gas production and exports expected to start in 2032.

“The goal is to finalize negotiations this year, which is why preparatory work must begin in 2027. We have a clear timeline and well-defined objectives that we are presenting in discussions with both Australia and the joint venture partners. Our negotiations aim to reach a consensus on the proposed development concept,” he concluded.
