DILI, 06 Agosto 2020 (TATOLI)— Timorese Parliament has authorised the President to issue the State of Emergency with the vote of confirmation being held on August 11, 2020.
Parliament decided after receiving the first message from the President Republic which requested the Parliament to authorise the State of Emergency that will begin from August 6, 2020, at 00:00 o’clock to September 4, 2020, at 23:59 within 30 days for the Airport, Port and land border zones.
The authorisation is approved by the deliberation number 5/V/2 regarding the parliament appointment. This deliberation is approved with the result from 20 votes similarly to the approval vote for the authorisation of Satate Emergency resolution number 58/20.
“the resolution number 58/20 for the authorisation of State Emergency has passed in the plenary, the confirmation for the authorisation from the parliament will be held on 11 of August,” announced the President of Parliament Aniceto Longuinhos Guterres Lopes.
Parliament Permanent Commission had conducted a meeting on August 5, 2020, and authorised the president to issue the State of Emergency.
“ There is a situation regarding the security of the border; thus, parliament is taking immediate action to allow the Government to issue the State of Emergency.” Said, Joaquim dos Santos. Based on the Request from the President of Republic Francisco Guterres Lu Olo to Parliament National.
The request explained the State of Emergency in all national territories begin on 6, of August 2020, at 00:00 and will end in 4 of September 2020 at 23.59 lasting for 30 days, and will control the following activities:
1. The International Circulation will be managed through the Airport, Port and Land border. Restricting the movement of people entering the country to avoid the further spread of COVID-19.
2. The competent authority will control the circulation and visa of all residents at any point within the national territory. It will maintain the restrictions within the community to reduce the spread.
3. The control of all populations respecting rules to stay at home which will be monitored by public authority during the state of emergency.
The message from President Lu Olo stated that the COVID-19 outbreak has caused a second wave throughout the world, thus Timor-Leste must be ready.
The request presented to the Parliament, to ensure the government has the necessary legal tactics to do rapid intervention of stopping the virus in Timor-Leste.
President Lu Olo has issued a request to PN for the implementation of State Emergency.
