AHP-TL provide MEL training for national directorates from Civil Protection

DILI, 16 february 2021 (TATOLI)- Australian Humanitarian Partnerships (AHP) cooperates with the Government of Timor-Leste to provides training for the representatives from the national directorate for Civil Protection on the Emergency Monitorin, Evaluation and Learning (MEL) to enhance participant’s knowledge and skills in Monitoring, evaluation and learning (MEL), said the Statement from the AHP.

According to the statement from the document, during the training, participants will have the opportunity to design the emergency data collection and analysis and prepare real time reports to decision makers during and after emergencies.

It is also underlining that the participants will be familiarized themselves with their role in accordance to the Community Based Disaster Risk Management (CBDRM) in Timor-Leste to play their role in disaster preparedness, risk reduction and emergency response at sub-national levels.

The Representative from Australia’s Embassy in Timor-Leste, Carli Shillito said, Monitoring, Evaluation and Learning are an important part of any work, but are especially important for disaster management in order to quickly adapt to changing circumstances.

“I am therefore very glad to see that Civil Protection and AHP have made this a priority and implemented this training.”Ms Carli Shillito said.

She further said that Australia is pleased to support the good work of the State Secretary for Civil Protection for their work of managing the disasters in Timor-Leste.

“This training is another good example of the continued close collaboration between the AHP and Civil Protection,” she said.

Country Director of CARE International in Timor-Leste and lead of the AHP Consortium, Peter Goodfellow commented that ‘prompt, informed decision making in emergencies is critical to saving live, and meeting the needs of the most vulnerable members of society.

“We look forward to further developing and supporting sub-national disaster management structures to help ensure that communities across Timor-Leste are well prepared for, and resilient to, the impacts of natural disasters and climate change.” Director of CARE International in TL, Peter Goodfellow said.

In his closing remarks at the training, the Secretary State for Civil Protections, H.E. Eng. Joaquim José Gusmão dos Reis Martins highlighted Human Capital Development as one of the primary keys for institutional growth.

“The Secretary of State for Civil Protection appreciated the amicable cooperation from all national and international agencies, specially the AHP Agencies who actively participate in supporting human capital investment in the area of Disaster Risk Reduction.”Mr Martins said

Disaster READY project

The Disaster READY project is a component of the Australian Humanitarian Partnership (AHP) funded by the Australian Government and implemented by the AHP Consortium, including CARE International in Timor-Leste, Caritas Australia, Oxfam, PLAN and World Vision, National Disabled People’s Organization Ra’es Hadomi Timor Oan (RHTO) and other local partners.

Disaster READY is a four- and half-year project (2018 – 2022) working under an MOU with the Secretary of State for Civil Protection, Ministry of Interior and works in close coordination with the National Disaster Risk Management Directorate (NDRMD) in building inclusive and sustainable approaches to disaster preparedness and disaster response, from community to national level.

The overall objective of Disaster READY is to strengthen local humanitarian capability and preparedness in the Pacific and Timor-Leste so that communities are better prepared and able to respond to disaster and recover from rapid- and slow-onset disasters. The key programs are focusing on building disaster preparedness, strengthening knowledge and skills, enhancing Disaster Risk Reduction, strengthening Early Warning, and improving coordination and partnership with a special focus on Gender Equality and Disability Inclusion, and strengthening Child Protection, whilst engaging with local government, civil society and faith leaders.
