DILI, September 14, 2021 (TATOLI) – The President of the Republic, Francisco Guterres Lú Olo, promulgated the first amendment to the Decree-Law on the Statute of the Institute for Quality of Timor-Leste, I.P. (IQTL).
According to the statement from the Presidency of the Republic, changes were made in the composition of the bodies and requirements that guide the IQTL, such as an increase in the number of elements and the implementation of the competences of each body.
“There was a harmonization of equivalence to the categories holding positions in the bodies of the IQTL. The IQTL statute clause is an integral part of the decree-law that creates this institute and is subject to change”, quotes the statement that Tatoli had access to today.
The document also explains that the Minister of Tourism, Commerce and Industry will oversee and be empowered to appoint and dismiss IQTL’s Board of Directors and Audit Committee. However, in the case of the Supervisory Board, it is incumbent upon the Minister of Finance to propose its appointment and dismissal.
The Board of Directors was composed only of a president and two members, appointed by the Council of Ministers, in accordance with the proposal of the supervising minister. However, it now has a president, a secretary and three members, and they must be appointed by the ministry responsible for it.
The Supervisory Board will have three members who should be appointed by the responsible minister, based on a proposal by the Minister of Finance.
“Before, IQTL’s Supervisory Board was composed of two members appointed by the Council of Ministers – one appointed by the Minister of Finance and the rest by the Minister of Tourism”, recalls the note.
As for the competences, the statement explains that the Board of Directors will have a new competence to propose to the supervising minister the approval of the personal map, prepare opinions and necessary information requested by the supervising minister and exercise disciplinary power.
“The new powers of the Chairman of the Board of Directors are, among others, to define the agenda and the board meeting and to present the opinions to the Supervisory Board”, can be read in the note.
It is incumbent upon the Supervisory Board to give opinions to the Board of Directors regarding the acquisition, lease, disposal and encumbrance of real estate, inform the Board of Directors on the results of the verification and examinations carried out and propose to the supervising minister and the Board of Directors the promotion external audits.
Four departments are part of the IQTL – Administration, Standardization, Metrology and Qualification and International Affairs. It is recalled that the Council of Ministers approved in July the first amendment to Decree-Law no. 10/2018, of April 9th, on the IQTL Statute.
