DILI, 27 november, 2021 (TATOLI)- United Nations International Children Emergency Fund (UNICEF) ensured Timor-Leste is adopted Child marker to fortify the monitoring and evaluation of government budget is used for justice and child right.
The Child marker is helping government effectively identify and monitor all activities regarding the state budget place to support the children’s rights.
The main purpose of this program is to improve and increase transparency and accountability on the general state budget focus on the right of the children.
The Prime Minister, Taur Matan Ruak said that Child marker is an important instrument helping us to ensure the activities focus on the child within age 0 to 17 years old.
“Child marker will introduce all activities with the financial. It is with the main proposes to ensure the state budget is allocated fair with strong evidence and doing advocacy for children’s rights. Child Marker has been developed by the Office of the Prime Minister, the Commission of Children’s Rights and UNICEF” The Prime Minister, Taur Matan Ruak said in his remark at Hotel Timor, last thursday.
The commissary of the Children’s Rights Commission, Dinorah Granadeiro said Child Marker is a vital instrument to conduct and monitor all primrose which has done for child rights-based on children action plans and policy documents that must be implemented.
“It is helping civic society represent children for the advocacy process,” Granadeiro said.
Granadeiro declares that the Child Marker has integrated into the government system plan to monitor and evaluate government public finance management allocated for the children’s rights in the way to the future.
Child Marker has three categories including Specific, enlarge, and indirect which are focused on evaluating the implementation of children’s rights.
The Representative of United National Children Fund in Timor-Leste, Bilal Durrani said Child Maker will help the government of Timor-Leste to ensure public finance while it is also helping the government to guarantee the policy and action plan must be implemented.
“Timor-Leste is compromised for the direct implementation for children’s right and will produce the output to change the children’s life in Timor-Leste,”
Child Maker indicates Timor-Leste’s commitment to the implementation of children’s rights following the Convention for Children’s right from the United Nations,
In 2015, The Commission for the right of Child recommended the Government of Timor-Leste establish the financial process based on the perspective of child rights and also support the detail of finance located to several activities that focus on children necessary for the agencies and important sectors.
It is including the specific indicators and identification system that offer the information categorized for the percentage of national finances located for children’s rights at the local and national levels.
