DILI, 28 march 2022 (TATOLI) – Timorese deputies today approved the draft resolution of the National Parliament (NP) on the crisis in Ukraine and declared their full support for the sovereignty, independence, unity and territorial integrity of that country, in accordance with its internationally recognized borders.

“Resolution of the National Parliament n.º 89A/V(4th) was approved [unanimously]”, declared the President of the NP, Aniceto Guterres, in the plenary session.

During the discussion, Members had the opportunity to make their political statements.

According to the text of the resolution, read by the Deputy Secretary of the Bureau of the PN, António Nobre Tilman, the international community and the General Assembly of the United Nations (UN) condemn Russia for the use of force against Ukraine.

The PN strongly repudiates Russia’s aggression against Ukraine and expresses its full solidarity with the Ukrainian people, praising the efforts and courage in defending the country’s sovereignty and the people’s freedom.

In the document, deputies call on Russia to immediately cease the use of force and withdraw its military forces from the country. They also appeal “to all States, international organizations and specialized agencies not to recognize any alteration of Ukraine’s internationally recognized borders and to refrain from any action and negotiation that could be interpreted as a multiplier effect of the current hostilities”.

Timorese parliamentarians are also concerned about the humanitarian situation in Ukraine due to the high number of internally displaced people who urgently need protection and support, condemning violations of international humanitarian law and human rights.

MPs praise the support of the governments of Poland, Hungary, Romania, Bulgaria, Slovakia and Moldova in keeping their borders open and providing means of evacuation, shelter, medical care and asylum to refugees from the war in Ukraine.

The PN also resolves “to appeal to all parties involved to initiate diplomatic efforts and political dialogue with a view to a peaceful resolution of the conflict”.

It is also called for “the rapid establishment and full respect for humanitarian corridors and without restrictions for access to the civilian population”, as well as unconditional respect for human rights, international humanitarian law and the Geneva Convention”.

The parliamentarians also appeal to the UN Secretary-General and the nations to create an “unconditional commitment to the defense of multilateralism and international cooperation for the sake of world peace and humanity.”

Finally, the deputies decided to instruct the President of the Timorese Parliament to forward this resolution to the Timorese Government, the Verkhovna Rada (Parliament) of Ukraine, the Federal Assembly of Russia and the UN Secretary General.

The proposing deputies were José Agostinho ‘Somotxo’, Maria Angelina Sarmento, Duarte Nunes and António de Sá Benevides.
