USAID supports MoH to adopt health systems and practices for sustainable management in TL

DILI, 9 june 2022 (TATOLI)- United States International Development Agency (USAID) is supporting the Minister of Health to adopt the Health system and practice for sustainable management in Timor- Leste.

According to an official statement from USAID said as part of this support, the USAID Activity has drafted the performance management policy and tools for better management of health workers, including their recruitment and career development.

“On June 9–10, 2022, the USAID Activity, in partnership with the National Directorate for Human Resources (NDHR), conducted a workshop to deliberate on the draft performance evaluation policy, job descriptions manual, and recruitment manual,” a note said

The discussion will be led by the MoH’s technical team and supported by the USAID Activity team.

The inputs and feedback are strongly recommended by the Directors and heads of departments at the national level, directors of municipality health services, directors and chiefs of health facilities, and executive directors of regional hospitals and national hospitals.

The inputs and ideas will inform foundational elements of health workers’ management by improving policies and practices for recruitment, placement, retention of rural and remote staff, and performance evaluation for health professionals under the Special Career Regime. This effort aligns with Timor-Leste’s National Strategic Plan for Human Resources for Health (NSPHRH, 2020–2024).

The attendees will discuss in-depth the performance evaluation criteria and job descriptions for different teams namely, general and specialist doctors, nurses, midwives, and allied technicians.

The discussions and presentation of inputs and recommendations will be followed by a session on co-developing a plan to implement the recommendations, with a focus on identifying the required steps and resources.

Minister for Health, Odete Maria Freitas Belo, acknowledged the need for this effort, saying: “The MOH would like to appreciate the US Government and USAID to strengthen the health system’s capacity to deliver a more sustainable and quality health services and products to all Timorese people. MOH is glad to continue working with the USAID Health System Strengthening Activity to coordinate and work with existing partners to strengthen health governance, health sector workforce management, improve healthy behavior, and improve civic engagement and advocacy for health system strengthening Timor-Leste.

She added USAID Health System Sustainability Activity has so far provided excellent technical support to continue work with the National Directorate of Human Resources in the development of systems, procedures, and tools required for sustainable management of human resources for health. Continue to coordinate with other partners and stakeholders to ensure that there is no duplication of effort by different organizations, yielding improved health of Timorese people”.

The workshop was attended by MoH leadership, Minister of Health, Odete Maria Freitas Belo, President of Civil Service Commission, Faustino Cardoso, National Director of Human Resources, Augusto Joaquim Pinto, and Director-General Corporate Services, and The US Embassy’s Acting Deputy Chief of Mission, Mr. Roy Srinivasan.
