Parliament unanimously approves Laws on the Protection of Children and Youth

DILI, 08 february 2023 (TATOLI) – The National Parliament (PN) unanimously approved the law on the Protection of Children and Youth. 

“The law on the Protection of Children and Youth was approved today. Therefore, Committee F, which deals with Health, Social Security, and Gender Equality Affairs to conclude the final draft as soon as possible to be sent to the President of the Republic for promulgation,” said the President of the National Parliament, Aniceto Guterres. 

MP Maria Gorumali a member of CNRT in parliament appreciated the support of international partners, especially UNICEF in the constant defense of children’s rights. 

Child Protection Law was part of UNICEF’s four priority programs in Timor-Leste, focusing on the protection of children, 

The draft law aimed to contribute to the establishment of a comprehensive protection system in line with the international commitments to protecting the safety and well-being of children.

It also defines the role of the state in supporting orphanages and fostering care institutions where children may face any threats that could harm the physical or psychological integrity, safety, health, training, education, or development of children and young people.

The law also authorizes authorities, especially the civil courts to take away children, and young people who are at risk from their parents. 

According to the first paragraph of Article 18 of the Constitution of the Democratic Republic of Timor-Leste, minors “have the right to special protection by the family, the community and the State, particularly against all forms of abandonment, discrimination, violence, oppression, sexual abuse, and exploitation. 

Children enjoy all the rights that are universally recognized, as well as all those that are enshrined in international conventions regularly ratified or approved by the State.”
