Govt approves opening areas for mining activities

DILI, 24 february 2023 (TAOLI) – The Council of Ministers approved the draft Government Resolution, presented by the Minister of Petroleum and Minerals, Víctor da Conceição Soares, for the opening of areas for mining activities and approval of the bidding reference terms for the award of mining rights.

Minister of the Presidency of the Council of Ministers, Fidelis Manuel Leite Magalhães said the approval of the resolution will open opportunities for the private sector to obtain mining licenses for conducting mining activities in the country. 

“Recognizing the economic potential of the mineral resources existing in the territory of Timor-Leste, the Government has approved the opening of seven areas for mineral activities and authorized ANPM to launch and conduct the tender procedures leading to the attribution of the mining license for the exploration of metallic ores, gems, rocks and industrial minerals (not including construction materials), radioactive ores, rare earth ores, and coal, in the areas declared for mining activities.

The terms of reference are also approved, establishing the minimum requirements, selection criteria, and relevant procedural rules of the public tender, to be met and complied with by bidders.

Last year, the government also approved the opening of three areas within the national territory for mining activities, especially for the construction materials which are classified as industrial minerals. These areas are Laclo and Laleia rivers in Manatuto Municipality, and the Loes river in Liquiça municipality.

In may 4, the Council of Ministers also approved the draft Decree-Law, presented by the Minister of Petroleum and Minerals, Victor da Conceição Soares, to establish the Timor Mining Company.

The purpose of this national mining company is to carry out mining activities as defined by law, including reconnaissance, prospecting, research, evaluation, development, exploration, treatment, transport, and marketing of minerals, as well as my shutdown activities. 

The Timor Mining Company, may also carry out complementary or ancillary activities to mining activities and provide services related to mining activities, including, in particular, technical, commercial, and management consulting services in the mining sector.
