Over 70 companies apply for the Solar PV project tender in Manatuto

DILI, 24 march 2023 (TATOLI)—Over 70 international and local companies have submitted the requirement for the Solar Photovoltaics (PV) project tender in the municipality of Manatuto, Sub administrative of Laleia.

EDTL held a pre-bid meeting with companies that have purchased the documents to compete on the project.

“We hold pre-bid meetings with companies that have purchased documents about the solar PV project, to explain to them the competition process for these public documents and all the requirements, such as technical and financial requirements to compete for the bidding of solar PV in Manatuto,” the Executive President of EDTL E.P. Paulo da Silva told reporters at the EDTL’ s office Caicoli Dili.

It was explained that all companies will observe the solar PV project location in Manatuto before the bidding is started.

“The pre-bid meeting held by EDTL with the companies to discuss together the problems related to engineering, so that these companies can prepare documents for 40 days,” he said.

According to the plan, EDTL, E.P will conclude all these processes and at the beginning of this September, will announce the winner of the Solar Photovoltaics branch construction and installation project, so that EDTL, E.P will offer a contract to the winning company, after sending to the court to supervise the contract and agreement before the project implementation. 

“For this project, EDTL, E.P. does not contribute funds, this is called the Independent Power Producer (IPP) modality, which means the private sector invests its funds for construction, so it is resold. EDTL, E.P only buy their products or energy, therefore, we do not contribute to the funds,” he said.

According to Silva, the government’s purpose was to invest in Solar Photovoltaics (PV) because it can help Timor – Leste saves the cost of fuel which will be filled with generators in Hera and Betanu.

“Every year the Government pays $ 126 million for the fuel which will be filled in the generator,” he said.

International companies competing in the project are from France, China, Indonesia, Australia, and others.
