Govt establishes interministerial commission to oversee construction of Timor-Leste–China Friendship Hospital

DÍLI, 08 July 2026 (TATOLI) – The Council of Ministers on Wednesday approved a draft government resolution establishing an interministerial commission to oversee the construction of the Timor-Leste–China Friendship Hospital.

The decision follows a presentation by Defence Minister Donaciano do Rosário Gomes during the meeting of the Council of Ministers on the hospital project, which is being developed under bilateral cooperation between Timor-Leste and the People’s Republic of China.

The newly established commission will serve as a technical and advisory body responsible for coordinating the work of all public institutions involved in the project. It will supervise every phase of construction, monitor compliance with project deadlines and technical and legal requirements, identify potential challenges, and coordinate solutions to ensure smooth implementation.

Under the government resolution, the commission will operate through two working groups. The first will focus on executive coordination and will comprise government members and their representatives. The second will provide technical oversight of the construction process and will include representatives from ministries, public institutions and technical experts to ensure the project is implemented effectively and aligned with the national health system and the government’s strategic priorities.

According to the government, the commission was established to ensure the project is delivered with high standards of quality, transparency and efficiency.

Once completed, the Timor-Leste–China Friendship Hospital is expected to strengthen the operational capacity of the F-FDTL, complement services provided by the National Health Service, enhance the country’s emergency response capabilities and contribute to improving Timor-Leste’s overall healthcare capacity for both defence personnel and the wider population.

The hospital will be built next to the Ministry of Defence and the F-FDTL Headquarters in Dili. The project includes a general hospital with a capacity of 100 beds, covering approximately 10,500 square metres, featuring an eight-storey main building and support structures, equipped with modern medical technology and designed to provide outpatient care, emergency services, inpatient care, diagnostic imaging, clinical laboratory services, and intensive care.\
