EU distributes certificates to 35 trainees for completion of training in the Notary Legal System

DILI,30 march 2023 ( TATOLI)– Today European Union (EU) closing ceremony and the delivery of Certificates to 35 trainees who completed training on Land and Property, Registry and Notary – Legal System for the Regularization of Rights over Real Estate in Timor-Leste.

A statement seen by Tatoli stated that the closing ceremony was attended by the Minister of Justice, the Secretary of State for Land and Properties, the Ambassador of the European Union, the Ambassador of Portugal, the PFMO coordination team, the Trainees and leaders, and staff from the Ministry of Justice.

The 35 trainees attended the training for five days took place on the 8th, 9th, 15th, 16th, and 29th of March, and the training was given by Paulo Eliseu, Master in Law and certified trainer, who provides Technical Assistance in the area of ​​Land and Property and Registry and Notary, the training took place in the PFMO training room in Páteo, in Dili.

The objective of the training was to train leaders and technicians of the National Directorate of Cadastral Services (DNSC),

It said that the participants of the training were trained to analyze the connection of various legal diplomas with that system, such as Law n.º 10/2011, of September 14, and the Civil Code approved for the same, Law n.º 13/2017, of June 5th, designated as Special Regime for the Definition of Ownership of Immovable Assets, Decree-Law n.º 14/2022, of April 6th, designated as Code of Land Registry and Decree-Law No. 65/2022, of August 31, designated Land Land Registry Information, thus contributing to a better understanding of the preferred system.

The National Directorate of Cadastral Services (DNSC), along with other entities of the Ministry of Justice, such as the National Directorate of Lands and Properties, the Land and Properties Commission, and the National Directorate of Registries and Notaries, has an important role in the processing of the new procedures for the regularization of property rights in Timor-Leste, namely with regard to the cadastral survey and the definition of the holder of the first property right.

The PFMO has planned training actions to be carried out with the other entities involved in the aforementioned procedures for the regularization of rights over real estate.

At the ceremony, the Ambassador of the European Union, Marc Fiedrich, said that: “The European Union is aware that this is an area in which there is still much to be done and for which not only political will is needed, but also the mobilization, by the State, of human and financial resources. It is necessary to introduce digital tools that ensure the security and preservation of information on the rights that affect land and properties, and it is essential to train the leading and technical staff of the Timorese public administration who have this responsibility.

PFMO’s contribution to this area is limited, especially in time, but the delivery of these certificates to the 35 trainees from the National Directorate of Cadastral Services is an important contribution to a better understanding of the legal system for the regularization of property rights in Timor-Leste.”
