Govt approves US$429 million tender for power plant fuel
DILI, 27 August 2026 (TATOLI) – The Government has approved the launch of a public tender worth an estimated US$428.99 million to secure fuel supplies for the Hera and Betano power plants for three years from 2027.
The decision was made following a proposal by Public Works Minister Samuel Marçal to ratify the expenditure authorisations and approve the start of the procurement process.
The contract will be divided into two lots. About US$316.31 million will cover the supply of approximately 372.5 million litres of fuel to the Hera Power Plant, while US$112.67 million will cover about 129.9 million litres for the Betano Power Plant.
The procurement is intended to ensure uninterrupted fuel supplies from January 2027, allowing both plants to continue operating and generating electricity after their existing supply contracts expire in December 2026.
The three-year contract is also expected to improve supply security, strengthen fuel reserve management and give the government greater leverage to negotiate more competitive prices.
