Govt to revise some laws to restore democratic rule of law

DILI, 19 july 2023 (TATOLI) – The IX Government promises to revise and amend some laws to restore and consolidate the democratic rule of law in the country.

The commitment was made by Prime Minister Kay Rala Xanana Gusmão during the presentation of the Program of the IX Constitutional Government to the National Parliament, on tuesday.

In his presentation, Gusmão revealed that his government will review some laws concerning the creation of the Special Administrative Region of Oé-Cusse Ambeno (RAEOA) and the Social Market Special Economic Zone) to ensure the separation of powers in order to establish a new authority for RAEOA and restructure the leadership.

“The law on the creation of Ataúro Island as a municipality will also be reviewed because the island still lacks basic infrastructure,” he said.

The Head of Government stated that the government will also review the Law on Judicial Organization, the Statute of the Public Prosecutor, the Statute of the Public Defender, the legal framework of the internal security sector, civil protection, and Martial Arts Law.

The Charismatic leader emphasized the importance of revising the Budget and Financial Management Law, and the Procurement and Public Contracts Regime to improve the State Accounting System by moving from the “Cash Accounting System to the Accrual Accounting System”.

“The Government will also review the Lifetime Pension Law which will be integrated into the Social Security Contributory Scheme,” he said. 

The government will also review the tax law in order to introduce value-added tax (VAT): “We will also review the Spatial Planning Law and all laws related to the fight against corruption.”

Gusmão said that within 120 days, the IX Government will conduct an immediate audit of several public institutions – the Chamber of Accounts of Timor-Leste, the Anti-Corruption Commission (CAC), the Public Prosecutor’s Office, the Civil Service Commission, the General State Inspectorate and RAEOA.
