Timor-Leste is making significant strides in its digital transformation journey, particularly in the realm of e-government services. However, as the nation embraces digital technologies to enhance public service delivery, it faces critical cybersecurity challenges that could undermine these advancements.
At the Annual Conference on Management and Information Technology 2024, experts shed light on the current state of Timor-Leste’s digital governance, emphasizing the urgent need to bolster cybersecurity measures. Government agencies TIC TIMOR and ANC, key players in the country’s e-government services, have recognized the growing threat landscape and are taking proactive steps to address these vulnerabilities.
Global Cybersecurity Index (GCI) Insights According to the Global Cybersecurity Index (GCI) 5th Edition, Timor-Leste is currently classified in the “Building” tier (T5), indicating that while the country has made progress in certain areas, there is still significant room for improvement, especially in technical measures, organizational measures, and capacity development.
The GCI research indicates that Timor-Leste’s strengths are in its legal measures, scoring 6.22 out of 20, and in collaboration measures, with a score of 6.69. These domains illustrate the nation’s efforts to create a legislative framework and promote international collaboration in cybersecurity. Nevertheless, the nation receives a troubling score of 0 in technical criteria, underscoring a significant deficiency in the adoption of cybersecurity technology and processes. Organizational measures (2.9) and capacity development (1.01) highlight areas where Timor-Leste must concentrate its resources to improve its overall cybersecurity strategy.
E-Government Development Index (EGDI) Overview the United Nations’ 2024 E-Government Development Index (EGDI) also offers insights into Timor-Leste’s digital governance. The country ranks 159th globally with an EGDI score of 0.4020. This marks a drop from its 2022 ranking of 147th, indicating that despite some advancements, there are areas where Timor-Leste needs to improve to keep pace with global digital governance trends. The EGDI evaluates three components: Online Service Index, Human Capital Index, and Telecommunication Infrastructure Index, where Timor-Leste shows a balanced but modest performance.
In contrast, Timor-Leste’s E-Participation Index (EPART) shows improvement, rising 39 places to rank 120th in 2024. This improvement suggests that while overall e-government services face challenges, citizen engagement and participation in digital governance have been on the rise, reflecting a growing public interest in digital government services.
Cybersecurity Challenges as Timor-Leste advances its e-government initiatives, it has encountered several cybersecurity issues, particularly in defending against social engineering attacks, managing passwords, and securing its infrastructure. These challenges are not unique to Timor-Leste, but they are particularly pressing given the country’s ongoing efforts to modernize its public services.
Existing security measures, such as IT policies and monitoring systems, have proven somewhat effective. However, gaps remain that could be exploited by increasingly sophisticated cyber threats. There is a pressing need for advanced security solutions, including multi-factor authentication, enhanced employee training, and improved firewall management, to safeguard the integrity of e-government services.
Progress in Digital Services Despite these challenges, Timor-Leste has made notable progress in its digital transformation. The Direção de Desenvolvimento do Sistema Informação e da Aplicação (DDSIA) recently completed the development and hosting of web portals for around 25 government institutions. These digital platforms, including those for the National Archive, SAMES, and Timor Digital, have significantly improved public access to government services and increased transparency.
However, several key projects are still in progress, including the web portal for the Presidency of the Republic. The successful completion of these initiatives will be crucial for the full realization of Timor-Leste’s digital governance goals.
Looking Ahead Moving forward, Timor-Leste’s focus will be on strengthening its cybersecurity defenses to ensure that its digital services remain secure and reliable. Enhancing the protection against social engineering attacks, refining password management protocols, and ensuring robust infrastructure security are critical priorities.
