Timor-Leste Prepares for Economic Negotiations with ASEAN Member States

DILI, 03 June 2025 (TATOLI) – Timor-Leste is required to begin economic negotiations with ASEAN member states as part of its accession process, according to Vice-Minister for ASEAN Affairs Milena Rangel.

“In the coming months, our main task will be to carry out economic negotiations with the ASEAN to ensure trade relations between Timor-Leste and member states,” Rangel told Tatoli in Dili. “These economic negotiations aim to foster dynamic intra-regional trade and partnerships by gradually eliminating tariff barriers that hinder economic activity.”

The Vice-Minister underscored the need for Timor-Leste to engage in bilateral negotiations to ensure fair and equitable and non-discriminatory treatment, which is crucial for attracting foreign investment and increasing the competitiveness of national products in regional markets.

Rangel noted that to support this process, the government has already approved a resolution to establish inter-ministerial task force tasked with implementing key recommendations from the ASEAN Chair’s Statement following the 46th ASEAN Summit in Kuala Lumpur, Malaysia.

The team is currently drafting initial proposals, which we expect to submit to the Council of Ministers soon for approval, paving the way for bilateral economic negotiations with ASEAN member states,” she explained.

While acknowledging progress in Timor-Leste’s ASEAN accession preparations, Rangel said that the country continues to face major challenges as a Least Developed Country (LDC). However, she expressed confidence in the country’s ability to strengthen its private sector and invest in human capital to compete within the region.

She also highlighted that Timor-Leste’s legal framework is largely aligned with ASEAN principles, though certain legal reforms are still needed, adding excessive bureaucracy as a major obstacle to attracting foreign investment.

Vice Minister Rangel reaffirmed Timor-Leste’s strong commitment to joining ASEAN, emphasizing the country’s goal of contributing to regional stability, security, and shared prosperity among member states.
