DILI, 13 June 2025 (TATOLI) – The Government, through the Ministry of Finance, held the 2026 General Budget Journey, today, 13 June 2025, marking the formal launch of the preparation process for the General State Budget (OGE) for the coming year.
The event, held at the Kay Rala Xanana Gusmão Auditorium at the Ministry of Finance, brought together members of the Government, representatives of the National Parliament, municipal authorities, and autonomous agencies.
The Minister of Finance, Santina Cardoso, said that this theme reflects the government’s commitment to offering the best to the population, maintaining fiscal discipline and ensuring sustainable financing for the country’s development.
“The preparation of the 2026 State Budget is not just a technical exercise on resource allocation, but also includes the vision of Timor-Leste’s continued development and its commitment to improving the living conditions of its citizens. We are fully dedicated to building a prosperous and more resilient nation,” said Minister Santina.
The Minister also added that this meeting also involves several entities to discuss and thus, could structure the priorities of the 2026 Budget.
In same way, with the presence of BCTL, the commercial banking sectors, the National Institute of Statistics and other tax collection entities demonstrate the collaborative approach that is truly needed to address budgeting that truly serves the people efficiently and effectively in public expenditure.
The agenda for the 2026 Budget Journey discussion addressed the macroeconomic and social panorama, the performance of revenues in previous years and various plans as a tax perspective.
Not only considering the voice of citizens as an integral part of the budgetary process or cycle, called citizen consultation, but it is also about evaluating the performance and challenges that the private and financial sectors face.
During this session, the expenditure pattern of previous years was also analyzed and mandatory expenditure that, in accordance with the law, will have to be allocated and confirmed in accordance with the Official Indicative Scenario to decide the final ceiling for the State’s General Budget for 2026 in the Budget Review Committee.
Meanwhile, the 2026 Budget Journey was attended by the Prime Minister, Kay Rala Xanana Gusmão, Members of Government, Chairmen of Municipal Authorities, leaders of ministerial lines and autonomous institutions.
