President Horta to Participate in the 15th Conference of Heads of State and Government of the CPLP in Guinea-Bissau

DILI, 15 July 2025 (TATOLI) – President and Nobel Peace Laureate, Jose Ramos Horta, embarked for Guiné-Bissau to participate in the XV Conference of Heads of State and Government of the Community of Portuguese-Speaking Countries (CPLP).

The Summit, hosted under the presidency of General Umaro Sissoco Embaló, President of the Republic of Guiné-Bissau, marks the 29th anniversary of the CPLP and centers on the theme: “The CPLP and Food Sovereignty: A Path to Sustainable Development.”

Leaders of CPLP will address pressing challenges, including regional cooperation, food security, and economic resilience.

President Ramos-Horta will share Timor-Leste’s commitment to multilateralism, stating: “Food sovereignty is not just an economic imperative but a moral one. As a community bound by shared language and history, the CPLP must champion sustainable agriculture, empower smallholder farmers, and ensure no member state is left behind in our pursuit of equitable development.”

Key outcomes of the Summit include: The adoption of the Bissau Declaration, reinforcing the CPLP’s commitment to food sovereignty and climate resilience; The election of Guinea-Bissau as Pro Tempore President of the CPLP (2025-2027); The presentation of the “José Aparecido de Oliveira” Award to distinguished leaders, including former Mozambican President Joaquim Chissano.

The President will also hold bilateral meetings, to strengthen Timor-Leste’s partnerships in trade, education, and environmental sustainability across the Lusophone world. President Ramos-Horta will conclude his visit in Guiné-Bissau on July 19, 2025.
