DILI, 08 October 2025 (TATOLI) – The Council of Ministers has approved a government resolution establishing a character training program for civil servants. The proposal was presented by Minister of the Presidency of the Council of Ministers Agio Pereira and the Civil Service Commission (CFP).
According to a government source, the initiative aims to strengthen ethics, discipline, leadership, and public service spirit among civil servants to ensure a more transparent and efficient administration.
“The measure is part of ongoing human resource management and development reforms outlined in the Government Program, which emphasize the importance of training as an essential tool to strengthen leadership, transparency, and accountability in the public sector,” the government said in a statement.
Training will be continuous and will cover topics such as ethics, discipline, citizenship, patriotism, and nationalism. It is designed to promote institutional respect and compliance with regulations. It will also focus on professional skills such as efficient management, teamwork, and conflict resolution in public service.
The CFP will coordinate the development of the training curriculum and, in partnership with various institutions, determine the location and conditions of the training. Participation will be mandatory and will form part of the existing professional training and development system for public servants.
