Timor-Leste and Malaysia to Strengthen Cooperation in Telecommunications

DILI, 22 October 2025 (TATOLI) — The Governments of Timor-Leste and Malaysia have agreed to strengthen bilateral cooperation in the telecommunications sector through a new partnership agreement.

The decision was approved on Wednesday by the Council of Ministers of Timor-Leste, which authorized Minister of Transport and Communications Miguel Manetelu to sign the cooperation agreement on behalf of the Government.

“This Memorandum of Understanding aims to enhance bilateral cooperation in the telecommunications sector, covering infrastructure, services, and regulatory matters, based on reciprocity and mutual benefit,” said in a statement.

The agreement will focus on several key areas, including the exchange of technical knowledge and best practices, institutional capacity building, and the promotion of research and technological innovation.

It will also encourage partnerships between regulators, operators, and other stakeholders from both countries to foster a stronger and more collaborative telecommunications ecosystem.

The agreement further includes plans for training programs, workshops, and technical exchanges to support the development of a modern, secure, and efficient telecommunications sector.

In addition, the initiative is essential for boosting Timor-Leste’s economic progress and supporting its regional integration within the Association of Southeast Asian Nations (ASEAN) framework.
