DILI, 28 October 2025 (TATOLI) – The Government has called on all civil servants, state employees, and members of the public to join the national celebration marking Timor-Leste’s full membership in the Association of Southeast Asian Nations (ASEAN) and to welcome President José Ramos-Horta and Prime Minister Xanana Gusmão upon their return from Kuala Lumpur.

In an official statement, the Government encourages all civil servants, other State employees, and the public to take part in the national celebration marking Timor-Leste’s full membership of ASEAN, while welcoming the arrival in Dili of the country’s top leaders.

It also invites everyone to participate by wearing the ASEAN-themed T-shirt (“Together We Rise”) or, alternatively, a white T-shirt.

According to the schedule, President Ramos-Horta will arrive at Nicolau Lobato International Airport at 6:30 a.m., and Prime Minister Gusmão at 5:00 p.m. tomorrow, October 29, on Aerodili flights.

The Government invites citizens to “express their joy and delight at this historic moment, both at the airport and along the route, upon the arrival of the Heads of State and Government.”

Timor-Leste’s full accession to ASEAN marks a historic milestone and the culmination of a joint effort by state institutions and the Timorese people, who have worked with determination since independence to achieve this strategic national goal.

The Government said the integration strengthens the national commitment to democracy, sovereignty, and regional cooperation, while opening new avenues for economic growth, investment, trade, education, youth empowerment, and technology development.

“This historic achievement results from the dedicated efforts of the President of the Republic, the Government, other State institutions, and the Timorese, who have consistently worked to meet membership requirements, strengthen internal capacities, and actively participate in the organisation’s bodies and initiatives,” the statement added.

To allow public participation, Order No. 02/VPM-II/X/2025 directs the highest officials in public administration to grant exemption from attendance duties during the early and late hours of the workday, without disrupting essential public services. This measure ensures that everyone has the opportunity to join the celebration.

The Government urged the entire population to “celebrate this new chapter in national history with pride and unity,” showcasing Timor-Leste as a full and active member of the Southeast Asian regional community.
