Govt cancels three major ADB-funded projects after implementation review

DILI, 10 december 2025 (TATOLI) – The Government has cancelled several loan-financed projects after a detailed assessment found that many initiatives had either not begun or showed extremely low levels of implementation.

The government’s review also concluded that some existing financing agreements were no longer necessary.

As a result, the Council of Ministers authorised the cancellation of the Power Distribution Modernisation Project and its entire financing agreement with the Asian Development Bank (ADB), signed on 20 December 2021 and valued at US$35 million.

The government also approved the full cancellation of the ADB financing agreement for the “Dili West Water Supply” Project, signed on 25 October 2022, amounting to US$50 million.

Additionally, the Government decided to cancel the entire financing agreement with the ADB for the “President Nicolau Lobato International Airport Expansion” Project, signed on 1 January 2021, with a total value of US$85 million.
