Govt approves new expenditures for oil sector and southern coast infrastructure

DILI, 17 december 2025 (TATOLI) – The Council of Ministers has approved three draft resolutions authorising new expenditures for the development of the oil sector and the implementation of strategic infrastructure on Timor-Leste’s southern coast.

The resolutions were presented by the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro.

Under Program A13, which focuses on the development of the Greater Sunrise gas field and ensuring the export pipeline reaches Timor-Leste, the Government approved funding for geotechnical surveys of the Greater Sunrise and Bayu Undan pipelines.

The surveys will be carried out in two separate lots between 2025 and 2027.

“The costs amount to approximately US$36 million for Lot 2 and approximately US$12.9 million for Lot 1,” government said in a statement.

The Government said the studies are essential to support the planning and construction of offshore pipeline infrastructure linked to the Greater Sunrise project.

Under Program A18, which relates to the implementation of the Tasi Mane Project on the southern coast, the Council of Ministers also authorised expenditure for the rehabilitation of an existing highway section.

The works include the construction of two underpasses to improve traffic flow and safety.

The intervention forms part of the subprogramme for developing infrastructure to support the Tasi Mane Project.

The total investment for the road rehabilitation is estimated at approximately US$13.5 million.

The Government said the approved expenditures are intended to advance strategic energy projects and strengthen infrastructure to support economic development in the southern region.
