DILI, 09 january 2026 (TATOLI) – Prime Minister Xanana Gusmão on thursday launched the Government Resource Planning (GRP) system, a digital platform designed to enhance efficiency, transparency, and oversight in the management of public resources.

The event took place at the Ministry of Finance’s hall in Dili, with government officials, state institution leaders, and financial experts in attendance.

The GRP system integrates budgetary, financial, procurement, and public contract management processes.

Built on the FreeBalance platform, it aligns with the country’s Public Procurement and Contract Code.

The system emphasizes value for money by ensuring a balance between cost, quality, timelines, and sustainability, while mandating the use of electronic processes in administrative and financial operations.

During the launch, PM Xanana called on all directors and heads of state institutions to execute the 2026 General State Budget with “responsibility, honesty, and a strong commitment to public service.”

He stressed that budget management this year should reflect a willingness to correct past mistakes and a collective drive to build the nation sustainably.

He reinforced that the budget is funded by citizens’ taxes and contributions, and therefore must be used with strict accountability and transparency at every stage, from planning to execution.

“This year, we must show the people that we have improved, and next year, we must achieve even more. It is essential to use this opportunity to strengthen the capacity of all state institutions to serve the country and its people,” he said.

The ceremony concluded with a symbolic handover of the 2026 General State Budget documents to public institutions, marking the start of budget execution and calling for a collective effort to improve the quality of services provided to citizens.
