DILI, 22 january 2026 (TATOLI) – The Government of Timor-Leste on thursday laid the foundation stone for a new Business Incubation Centre in Vila Verde, Vera Cruz, Dili, in a ceremony led by Vice-Prime Minister and Minister Coordinator for Economic Affairs and Minister of Tourism and Environment, Francisco Kalbuadi Lay.
The centre is designed to support the creation and growth of new businesses, particularly micro, small and medium-sized enterprises (MSMEs), by providing guidance, mentorship, and skills development.
The initiative will reduce risks faced by entrepreneurs in the early stages of their ventures while promoting national entrepreneurship.
Speaking at ceremony, Vice-Prime Minister Lay described the centre as “much more than bricks and walls,” calling it “a space of opportunity and hope, where ideas grow and where young people and entrepreneurs receive support, guidance and encouragement to turn their ambitions into reality.”
He added that the project reflects the government’s vision for a diversified and sustainable economy.
“Timor-Leste has a clear goal to build an economy less dependent on oil and gas, capable of creating jobs and strengthening local businesses, particularly micro, small and medium-sized enterprises,” he said.
The centre will serve as a hub for innovation and entrepreneurship, connecting business owners with funding and investment opportunities, enhancing management skills, and gradually integrating enterprises into the formal economy.
Located in Matadouro, Vila Verde, Vera Cruz, Dili, the project has a planned duration of 365 days and a budget of US$3.16 million.
The ceremony was attended by government officials, members of Parliament, business leaders, local authorities, and other invited guests.
