DILI, 12 february 2026 (TATOLI) – Timor-Leste’s Defence Minister Donaciano da Costa Gomes, also known as ‘Klamar Fuik,’ has been appointed as the Special Envoy of the President of the Republic, José Ramos-Horta, to the Good Offices Mission of the Community of Portuguese Language Countries (CPLP) in Guinea-Bissau.

The appointment was formalized through Presidential Decree No. 13/2026 of February 9. The mission is scheduled to take place from february 17 to 21, 2026.

The decision follows the First Extraordinary Conference of Heads of State and Government of the CPLP, held via videoconference to assess the political and institutional situation in Guinea-Bissau following the coup d’état on november 26, 2025, during which Timor-Leste assumed the Presidency Pro Tempore of the organization until 2027. The leadership transition came after Guinea-Bissau was suspended from all CPLP activities.

According to the Presidential Decree, the mission will travel to Guinea-Bissau “with the primary objective of mediating not only the immediate and unconditional release of all those detained following the November 26 crisis, but also the urgent restoration of constitutional order as an indispensable condition for the reestablishment of peace and stability in the country.”

Article 87(b) of Timor-Leste’s Constitution allows the President to appoint the Defence Minister as his Special Envoy for the CPLP’s important mission.

The delegation includes representatives from Angola and São Tomé and Príncipe. Meetings are scheduled with Guinea-Bissau’s Minister of Foreign Affairs and Cooperation, the military high command, representatives of civil society and other entities.

The mission forms part of Timor-Leste’s responsibilities in exercising the CPLP Presidency Pro Tempore for the 2026–2027 term.
