DILI, 18 March 2026 (TATOLI) — The National Parliament on Tuesday unanimously approved Bill No. 23/VI(3rd), amending the country’s Political Parties Law (Law No. 3/2004 of April 14) and introducing new provisions aimed at strengthening party regulation and supporting the development of local elections.
Natalino dos Santos, president of Committee A on Constitutional and Justice Affairs, said the government proposed the bill to amend seven articles of the existing law and strengthen the legal framework for upcoming local government elections.
Under the changes, political parties must set up offices in municipalities to conduct local political activities and promote democratic values within communities.
The amended law also sets new rules for registering political parties, including a ban on using national or historical symbols and a requirement that party leaders live in Timor-Leste.
During the detailed review of the bill, lawmakers added an article outlining sanctions for parties that fail to comply with the regulations. Violations may result in financial or administrative penalties.
The amended law also prohibits political parties from forcing individuals or organizations to join or affiliate with a party.
The amendment is part of broader efforts to strengthen the legal framework governing political parties as Timor-Leste prepares to advance the decentralization process and the establishment of local government structures.
