DILI, 27 August 2025 (TATOLI) – President of the Republic José Ramos-Horta and Japanese Prime Minister Ishiba Shigeru met to discuss strengthening the strategic partnership between Timor-Leste and Japan.
The meeting took place during an official working lunch in Tokyo on Tuesday, August 26, 2025.
According to the official website of the Presidency of the Republic, accessed by TATOLI, the two leaders held substantive discussions focused on deepening bilateral cooperation in key sectors, including economic development, renewable energy, and investment. They also addressed critical issues related to regional peace and security.
The meeting reviewed more than two decades of robust cooperation, highlighting Japan’s vital support – totalling over $438 million – which has contributed significantly to major infrastructure projects such as the new passenger terminal at Dili International Airport, the modernization of Guido Valadares National Hospital (HNGV), and the enhancement of Rádio e Televisão de Timor-Leste, Empresa Pública (RTTL, EP).
The leaders also discussed notable Japanese private investments from companies such as Tsuneishi Shipping and INPEX, emphasizing the shift toward a comprehensive partnership that promotes sustainable growth.
In the area of defence and security, the meeting reaffirmed Japan’s commitment to strengthening Timor-Leste’s security capabilities through the Official Security Assistance (OSA) framework. This commitment was recently demonstrated by the visit of the Japanese Navy ship OHSUMI to Dili.
The meeting concluded with a shared commitment to accelerate joint development efforts and reinforce Timor-Leste’s role as a reliable and stable partner for Japan in Southeast Asia, while advancing a common vision for a peaceful and prosperous region.
