Govt and Greater Sunrise Joint Venture Partners discuss TLNG project development

DILI, 29 April 2026 (TATOLI) – The Government of Timor-Leste and its Greater Sunrise joint venture partners held a three-day workshop to discuss the development of the Timor Liquefied Natural Gas (TLNG) project.

Held in Dili from April 27 to 29, the workshop brought together representatives from the Ministry of Petroleum and Mineral Resources, Woodside Energy, Timor GAP, and Osaka Gas to discuss technical and commercial aspects of the Timor Liquefied Natural Gas (TLNG) development linked to the Greater Sunrise field.

Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro said the workshop forms part of the implementation of the Timor-Leste LNG Cooperation Agreement (TCA), signed between the Government and Woodside Energy in 2025, aimed at refining the concept of bringing a pipeline from Greater Sunrise to Timor-Leste and supporting the proposed Timor LNG facility in Natarbora.

“This workshop brings all parties together to discuss in detail what is still needed to move jointly toward Timor-Leste’s objective of bringing the pipeline and processing facilities to the country,” the Minister said.

He noted negotiations have been progressing positively, with current discussions focused on identifying remaining points that need to be jointly addressed.

He added that the workshop concentrates on LNG development, while refinery and petrochemical components are being treated as separate components.

According to Monteiro, outcomes from the discussions are also expected to help determine when feasibility studies for the project will begin.

Woodside Energy Development Manager David Reid, said the workshop reflects close cooperation under the TCA framework as the Sunrise Joint Venture and the Government work together to mature the TLNG development concept.

Reid said the workshop demonstrated how the TLNG Cooperation Agreement and the Sunrise Joint Venture are working together to advance the maturation of the concept for the Timor Liquefied Natural Gas (TLNG) development.

Rui Maria Alves Soares, Chairman of the Board of Directors of TIMOR GAP, E.P. said that said Timor GAP the workshop is expected to support progress toward implementation and contribute to preparations for a Final Investment Decision (FID).

“Once this workshop is completed, an announcement will be made as to when the project can move to the next phase, leading to implementation and ultimately reaching FID,” Soares said.

The workshop builds on the cooperation agreement signed in November 2025 between MPRM and Woodside Energy to carry out technical and commercial maturation studies for a proposed greenfield LNG project in Timor-Leste, designed with a capacity of around five million tonnes per year, including domestic gas facilities and a helium extraction plant.
