DILI, 10 february 2022 (TATOLI) – The Ministry of Planning and Territory (MoPT), through the Directorate-General for Spatial Planning, will prepare the National Spatial Planning Plan for Timor-Leste (NSP-TL).

The elaboration of the NSP-TL will define the strategic framework for the organization and use of the space in the national territory. It will include the objectives, principles, and strategies of which the State will take into account the geographical, ecological, and environmental characteristics of the territory.

It will also take into account “demographic, social and economic dynamics and the productivity of different spaces.

“This plan will make it possible to establish the guidelines to be considered in the management system of territorial spatial planning. Values and resources of recognized national interest will be safeguarded,” said Minister of the Presidency of the Council of Ministers, Fidélis Magalhães, at the Palace of Government on wednesday.

The government of Timor-Leste had previously approved a decree-law to regulate the Territorial Planning Instruments (TPI).

The Government approved the decree-law n. º 6/2017, abril 19 to establish the fundamental objective for a land-use policy as the promotion of harmonious and integrated development of the sectors and regions, and fair division of the National Product.

The Decree-Law on the Basic Law for Land Use provides for the existence of two major types of instruments of regional planning: those of national scope and those of municipal scope. Its approval allows the Government to define the guiding principles and objectives of the Administration, to identify various public interests with territorial dimensions, to use regional planning instruments as a means of Public Administration intervention, as well as to define the typology and the objectives such instruments have to follow.

According to the General State Budget (GSB) book, the Government allocated, this year, US$2.9 million for territorial planning.
