DILI, 09 march 2022 (TATOLI) – Timor-Leste needs to sign a bilateral agreement with the Government of Qatar to send Timorese people to work in Qatar, Vice Minister of Foreign Affairs and Cooperation (MNEK), Julião da Silva has said.
“We have sent a letter to the Coordinating Minister for Economic Affairs (MKAE) to sign a bilateral agreement with his Qataris counterpart to ensure the safeness of Timorese workers when working in Qatar,” Silva told reporters at the Palace of Government, in Dili, today.
“It’s easy to recruit these Timorese people, but it’s also important to know who is going to be responsible if things go wrong, for instance, human trafficking.”
At the same place, the Coordinating Minister of Economic Affairs, Joaquim Amaral informed that the current recruitment of Timorese workers by INCANTO Group is a good initiative, saying it’s one of the results of Timor-Leste’s participation in Ex-Dubai.

“The Government will be responsible for sending workers overseas. So, the State would support the cooperation between INCANTO and Qatar agencies on recruiting Timorese people to work in Qatar,” he stressed.
Asking about signing an agreement between Timor-Leste and Qatar on sending Timorese workers to Qatar, Amaral revealed that it’s another step for both countries to realize in the future.
“The most important thing is that we need to ensure the company who is making the recruitment must provide adequate training for the Timorese workers. The company also needs to make sure that they meet all the requirements to be responsible for sending workers overseas,” he added.
In Timor-Leste, the Secretary of State for Vocational Training and Employment (SEFOPE) is responsible for all work abroad programs, he said.
INCANTO Group is a local private company that started the recruitment of Timorese people to work in Qatar.
Earlier this month, General Coordinator for Expo Dubai 2020, Manuel Vong told reporters that Jobs Global Qatar demanded 2.000 Timorese young people to work in Qatar.
More than 6.500 migrant workers from India, Pakistan, Nepal, Bangladesh, and Sri Lanka have died in Qatar since Qatar won the right to host the World Cup 10 years ago, the Guardian reported.
