Yemeni Hikma Fellowship Delegation to undertake peer learning study visit to Timor-Leste
DÍLI, 28 August 2026 (TATOLI) – Twenty-three Yemeni officials will travel to Timor-Leste from 1–4 September 2026 for a four-day peer-learning study visit to learn about the country’s trajectory from conflict to peace and stability.
Hosted by the g7+ Secretariat, the officials are comprising of current and former public servants, think-tanks, academia and media from Yemen are convened by the Hikma Fellowship for Public Leaders.
The Hikma Fellowship is a leadership development programme bringing together emerging Yemeni leaders from the political spectrum, government, civil society, academia, media and the private sector. It aims to strengthen their capacity to contribute to Yemen’s peace, governance and development. The study visit is funded by the Government of the Netherlands.

Through peer learning and Fragile-to-Fragile cooperation, we aim to create spaces where countries can share what has worked, what has not, and what can be adapted to their own contexts. We hope this study visit will provide the Hikma Fellows with valuable insights from Timor-Leste’s journey that can contribute to Yemen’s path towards peace, resilience and development,” said Helder da Costa, General Secretary of the g7+.
During the visit, the fellows will engage with Timorese leaders and key national institutions, including the President of Republic, Jose Ramos-Horta, Vice Prime Minister Dato’ Seri Francisco Kalbuady Lay, Vice President of National Parliament, Former Prime Minister Mari Alkatiri, Centro Nacional Chega (CNC) and institutions responsible for finance, petroleum resources, decentralization, security, foreign affairs and justice. The programme will include high-level meetings, institutional presentations, policy discussions and visits to the Timorese Resistance Archive and Museum and the coffee-producing area of Gleno, Ermera.
Through these exchanges, the Yemeni delegation will explore how Timor-Leste developed nationally owned approaches to peace, reconciliation and institution-building following conflict, and consider how relevant lessons could be adapted to Yemen’s context.
The programme will conclude with reflection and policy dialogue facilitated by DeepRoot Consulting, enabling the fellows to identify practical lessons and leadership actions that could contribute to Yemen’s peace, resilience and development. The study visit is organised by the g7+ Secretariat, in partnership with DeepRoot Consulting, HIKMA, and Centro Nacional Chega, I.P.
