DILI, 10 February 2023 (TATOLI)- Pelican Paradise will announce the name of the contractor for a grand 5-star Hotel and Resort project located in Tasitolu (Dili) and Tibar (Liquiça) by the end of March 2023.
“The bidding process is still ongoing, the tender process should have been completed but the contractors asked to extend the time until the end of february 15, 2023,” Pelican Paradise Executive Director Jeremiah Chan explained to Tatoli at Timor Plaza, this Friday.
He explained that the contractors responded that this construction was very complex and needed a little more time to complete the tender submission.
Jeremiah Chang said that after the tender process is completed, Pelican Paradise will conduct an analysis of each tender proposal for a month and will be announced at the end of March 2023.
“The Pelican Company also agreed, and I believe that until february 15 we will be able to receive tenders from contractors, and they will make an analysis until March before the announcement,” he said.
He said, in the tender process the contractors must provide structural designs in accordance with the model and architectural designs that have been provided by Pelican Paradise, if the analysis is completed on time, the negotiation and construction process will begin immediately for 36 months or 3 years.
Pelican Paradise has also opened a tender for a national contractor for a road-clearing project which will be a consortium project with a local NGO for planting trees.
In addition, currently, his party is also negotiating with EDTL (Eletrisidade Timor-Leste) and BTL (Be’e Timor-Leste) to work on water installation and electricity so that the construction process can be commencing by hiring 1,000 workers in the initial stage.
Pelican Paradise Project Manager, Osvaldo Boavida also confirmed that this year the project will start soon because the tender process has been open since September 2022.
“The process started in September 2022, but because it is approaching the end of the year and January there was a Chinese New Year while this process is also complex and very large, therefore it is hoped that it will be announced in March,” he said.
This world-class resort will include hotels, flats, villas, golf courses, tennis courts, youth development centers, clubs, hospitals, shopping centers, and others.
The first phase of the $700 million mega project is expected to employ around 1,000 East Timorese workers. The resort will cover 550 hectares, from Tasitolu in Dili to Tibar in the municipality of Liquica.
According to data from Trade Invest, Pelican Paradise with the official name Pelican Elior Hotel, Unip. Lda is a Singapore-based company that received an Investment Certificate (IC) and a Declaration of Benefits from the TL Government in 2018.
The investment cost for the project in Tasitolu itself is stated to be $ 110,000,000.0 where the agreement states that the collaboration between Pelican Paradise and the TL Government has a validity period of up to 2026.
