Dili 11 may, 2023 (Tatoli) – At the opening of the Association of Southeast Asian Nations (ASEAN) 43rd summit, Timor-Leste’s Prime Minister, Taur Matan Ruak made the interventions on different issues – from the Timor-Leste’s commitment to support ASEAN’s goals, promote peace and stability to regional action on climate change. 

Here are the issues, Taur Matan Ruak has addressed during the summit, according to a release from the Office of Prime Minister.

Timor-Leste’s commitment to supporting ASEAN’s goal

Speaking at the ASEAN 43rd summit, Timor-Leste PM Taur affirms Timor-Leste’s position to firmly support compliance with international rules and strengthening of ASEAN to ensure community living in peace and unity. 

“We are committed to playing a constructive role in supporting ASEAN’s goals,” He said, 

The roles are including A rules-based ASEAN regional architecture that is open, transparent, inclusive, and resilient; Promoting peace, security, and stability in the region, as well as maritime cooperation, Support multilateralism and stronger ASEAN engagement with external partners to address global concerns; Implement the ASEAN Outlook on the Indo-Pacific (AOIP); Create interpersonal connectivity in the region; Jointly achieve the UN Sustainable Development Goals for 2030 and the ASEAN Community’s vision for 2025; Create economic ties and technological cooperation for stronger economic growth, Strengthen the unity of ASEAN; promote cooperation between ASEAN’s political-security, economic and socio-cultural pillars.

Promote peace and Unity in Region and the World

Regarding the world crisis, Taur said, at this time of global risks, exacerbated by the war in Ukraine and geopolitical divisions, the region must be guided by its deep friendship and solidarity. 

“We are all in a privileged position to promote and maintain prosperity, peace, and stability in the region and beyond, based on ASEAN’s common commitment to the rule of law, human rights, fundamental freedoms, free and open markets and respect for the principles enshrined in the UN Charter and the obligations arising from international law. 

Additionally that ASEAN can play a vital role in shaping the world economy, strengthening and maintaining economic ties and free trade, to improve the world’s response to the impacts of the war in Ukraine.

In addition, ASEAN’s collective action and active multilateral initiatives can find solutions to strategic challenges to global security and stability, including an effective response to the escalating geopolitical crisis, the climate emergency, and the emergence of new technologies that pose a potential threat to humanity. 

“Today, Timor-Leste and ASEAN affirm this partnership. Let us take this opportunity to realize a common vision to increase prosperity, sustainable development, and lasting peace in the region and the wider international community.,”

Taur also expresses Timor-Leste’s readiness to contribute to the achievement of a solution. 

“We also have a duty to join in the efforts of ASEAN and the international community to promote peace and stability in Myanmar, and we, therefore, express our readiness to contribute to the achievement of a solution that guarantees the return of this Member State to the Constitutional Order,”

Climate Change

Taur highlighted the climate crisis as a crisis that poses a grave and growing threat to humanity and the health of the planet. 

To avoid an irreversible planetary emergency, it is necessary to achieve prosperity with less environmental degradation. This means accelerating ASEAN’s action to invest in renewable energy, conservation, and the development of green and clean growth. 

In addition, The climate emergency requires global coordination to comply with the Paris Agreement. “We share ASEAN’s view on the responsibility to take action based on the principle of common but differentiated responsibilities and respective capabilities. It is a way to save our common home, planet Earth, and to ensure the survival of our region,” he said.

ASEAN Regional Architecture

Said Taur at the ASEAN 43 Summit, “Timor-Leste supports the centrality and unity of ASEAN in the evolving regional architecture and is further committed to ASEAN’s approach of upholding multilateralism to respond to emerging challenges and to strengthen the ASEAN model through institution building, development and adherence to ASEAN standards and international law, vital to a rules-based architecture and the prosperity and security of the region’s 622 million people. : “Timor-Leste is committed to working to improve the region’s energy, water, food, health, climate, and human security through friendly relations, mutually beneficial dialogues, and partnerships. We will do whatever is necessary to promote an open, inclusive, and rules-based international and regional architecture”

“I firmly believe that being here today in person is a historic moment that marks a fundamental step in strengthening relations between Timor-Leste and the ASEAN Member States, as we are walking together and with confidence towards the realization of ASEAN’s shared vision: “One Vision, One Identity, One Community”. he concluded.
