DILI, 31 may 2023 ( TATOLI)– Executive Director of the Center for the Study of Peace and Development (CEPAD), João Boavida, said that the formation of an ideal government must implement a small structure that can simply control by the Government.
“For example, If CNRT wishes an ideal government, CNRT must apply a small structure to its government to simply control members of Government to build Timor-Leste for a better future,” CEPAD Executive Director, João Boavida told TATOLI in Farol, Dili.
Boavida said that Timor-Leste only has 1.3 million, therefore, there is no need for a large ministerial structure to do the work but they need to focus priorities on each ministry to work decisively.
“We have 14 municipalities and a population of 1.3 million, therefore there is no need to have vice ministers and Secretary of States, but focus on prioritizing the ministries to work decisively in building Timor Leste for a better future because a small structure the Government would automatically minimize staff and focus on the development process based on the principles of good governance in Timor-Leste,” he said
Boavida highlighted that the ideal government must also accommodate maximum participation in terms of accountability and responsibility, the government must have vertical communication with communities in remote areas and efforts to involve non-governmental organizations (NGOs) and all entities in decision-making to build Timor – Leste towards prosperity.
