Election for  Vice Presidents of Parliament scheduled for next week

DILI, 22 june 2023 (TATOLI) – The newly elected Speaker of the National Parliament, Maria Fernandes Lay, has said that the election of the two deputies of the House Speaker is scheduled for next week.

“We do not have enough time to elect the two deputies. Therefore, the election of the deputies of the House Speaker is scheduled for next week,” Lay said in her speech, at the National Parliament, today.

All new members of parliament attended the first plenary session, including 31 from the National Congress for Timorese Reconstruction (CNRT), 19 from the Revolutionary Front for an Independent East Timor (FRETILIN), six from the Democratic Party (PD), five from Kmanek Haburas Unidade Nasional Timor Oan (KHUNTO) and four from the People’s Liberation Party (PLP).

Lay said that a member of the DP would be proposed for the position of Deputy House Speaker: “We will discuss this later, but it is clear that among the two deputies, one would be from CNRT and one from DP.”

According to Article 18 of the Rules of Procedure of the Timorese Parliament, the structure of the National Parliament is composed of a House Speaker, two deputies, a secretary, and two deputy secretaries.

In addition, based on Article 19 of the same Rules of Procedure, the House Speaker’s two Deputies, Secretary, and two Deputy Secretaries would be elected for a period of five years. 

As described in the second line of Article 19, up to 12 Members of the National Parliament from the coalition government shall be proposed for these posts. 

Timor-Leste’s new parliament was sworn in today after parliamentary elections last month, with MP Maria Fernanda Lay, from the National Congress for Timorese Reconstruction (CNRT), elected as the new president of the National Parliament.

The 65-seat chamber kicked off its first plenary session, today, in which Maria Fernanda Lay began exercising her new duties as house speaker for the period 2023 to 2028.

The swearing ceremony was presided over by the outgoing President of Parliament, Aniceto Longuinhos Guterres Lopes. 

Fernanda Lay was elected as the new speaker with 45 votes in favor, zero against, 19 abstentions, and one blank.
