DILI, 30 june 2023 (TATOLI) – The list of the structure of the IX Constitutional Government is announced in the Official Gazette of the President of the Republic.

The ministers nominated for the incoming government consist of the coalition parties, the National Congress for Timorese Reconstruction (CNRT) and Democratic Party (PD) with 37 seats at the National Parliament. 

Below are the names of the members of the IX Constitutional Government: 

  1. Kay Rala Xanana Gusmão is appointed Prime Minister;
  2. Francisco Kalbuadi Lay is appointed Deputy Prime Minister Coordinating Minister of Economics Affairs and Minister of Tourism and the Environment;
  3. Mariano Assanami Sabino Lopes is appointed Deputy Prime Minister and Coordinating Minister for Rural Development Affairs;
  4. Hermenegildo Antonio Cabral Pereira is appointed Minister for the Presidency of the Council of Ministers;
  5. Santina José Rodrigues Ferreira Viegas Cardoso is appointed Minister of Finance;
  6. Bendito dos Santos Freitas is appointed Minister of Foreign Affairs and Cooperation;
  7. Amándio de Sá is appointed Minister of Justice;
  8. Tomás do Rosário Cabral is appointed Minister of State Administration;
  9. Elia A. A. dos Reis Amaral is appointed Minister of Health;
  10. Dulce de Jesu Soares is appointed Minister of Education;
  11. José Honório da Costa Pereira Geronimo appointed Minister of Higher Education, Science and Culture;
  12. Gil da Costa Monteiro is appointed Minister for National Liberation Combatants Affairs;
  13. Samuel Marçal is appointed Minister of Public Works;
  14. Miguel Marque Conçalves is appointed Minister of Transports and Telecommunications;
  15. Filipus Nino Pereira is appointed Minister of Commerce and Industry;
  16. Marcos da Cruz is appointed Minister of Agriculture, Livestock, Fisheries, and Forestry;
  17. Rosario Gomes is appointed Minister of Defense;
  18. Francisco da Costa Monteiro is appointed Minister of Petroleum;
  19. Francisco da Costa Guterres is appointed Minister of Interior;
  20. Veronica das Dores is appointed Minister of Solidarity, Social, and Inclusion;
  21. Nelio Isac Sarmento is appointed Minister of Youth, Sports, Arts, and Culture;

  23. Aderito Hugo da Costa is appointed Deputy Minister of Parliamentary Affairs;
  24. Helder Lopes is appointed Deputy Minister of Finance,
  25. Milena Maria da Costa Rangel is appointed Deputy Minister for ASEAN Affairs;
  26. Paulo Silva dos Remedios is appointed Deputy Minister for Institutional Empowerment;
  27. Jose dos Reis Magno is appointed Deputy Minister for Strengthening Health Institutions;
  28. Julio do Carmo is appointed Deputy Minister of Infrastructure;
  29. Jacinto Rigoberto de Deus is appointed Deputy Minister of State Administration;
  30. Augusto Junior Trindade is appointed Deputy Minister of Commerce;
  31. Céu Brites is appointed Deputy Minister of Solidarity, Social, and Inclusion;
  32. Flavio Brandão is appointed Deputy Minister of Hospital Operations;
  33. Evina de Sousa Carvalho is appointed Secretary of State for Equality;
  34. Expedito Dias Ximenes is appointed the Secretary of State for Social Communications;
  35. Jaime Xavier Lopes is appointed the Secretary of State for Land and Properties;
  36. Domingos Lemos Lopes is appointed the Secretary of State for High School and Technical Schools;
  37. Santos Noronha is appointed Secretary of State for Electricity, Water, and Sanitation;
  38. Jorge Soares Cristovão is appointed Secretary of State for Arts and Culture;
  39. Domingos da Costa dos Santos is appointed Secretary of State for Fisheries;
  40. Jose Vieira de Araujo is appointed Secretary of State for Livestock;
  41. Fernandinho Vieira is appointed Secretary of State for Forestry;
  42. Arsenio Pereira da Silva is appointed Secretary of State for Cooperatives;
  43. Rogerio Araujo Mendonca is appointed Secretary of State for Vocational Training and Employment;
  44. Mateus dos Santos Tallo is appointed Secretary of State for Rural Development;
  45. Germano Santa Brites Dias is appointed Secretary of State for Toponomy and State Urban Organizations;
  46. Mariano Reis is appointed Secretary of State for Civil Protection;
