The Govt should amend legislation for the implementation of the decentralization program

DILI, 22 August 2023 (TATOLI)- Minister of State Administration (MoSA), Tomás Cabral said the ninth Constitutional Government, led by Kayrala Xanana Gusmão must review the decentralization program before its implementation at the municipal level across Timor-Leste.

“The government should review the local power decree law, which must be based on the 2011–2030 National Strategic Plan. It is necessary to amend decree law number 3/2006. Thus, it can be provided local authority at every municipality level and also the original government’s authority on Ataúru Island,’’ Minister Tomás Cabral told journalists in National Parliament on Tuesday.

he added that the implementation of the decentralization program could begin after the formation of regional authorities at every municipality level.

“Finally in 2026, the government is asked to perform a minimum evaluation of all municipalities. hence the implementation of regional elections at the municipal level can be carried out because every municipality uses the budget as intended,”

According to Cabral, the municipality budget has been provided and will be managed and implemented by the authorities based on the government’s strategic plan. 

“The government will provide financial support to each municipality, and will be managed by them,”

It is known that the government has allocated a large amount for the school meals program in Dili, worth $.3 million, and in other municipalities, a small amount of $ 1,7 has been allocated. 

The government calls on all administrators to present the report of the budget expenditures on Thursday, August 31, 2023.
