MSSI, ADB, and WFP Unite to Support Vulnerable Populations in Timor-Leste through INSPIRE Project

DILI, 13 March 2025 (TATOLI) – The Asian Development Bank (ADB) and the World Food Programme (WFP) have signed an Administrative Arrangement to support the ADB’s Technical Assistance for the Integrated Nutrition and Adaptive Social Protection for Increased Resilience (INSPIRE) Project. This partnership underscores the critical role of the Ministry of Social Solidarity and Inclusion (MSSI) in enhancing social protection systems and nutrition programs in Timor-Leste.

The agreement was signed by Stefania Dina, Country Director of the ADB Timor-Leste Resident Mission (ADB TLRM), and Jacqueline de Groot, WFP Country Director, at the ADB TLRM in Dili. The Minister of Social Solidarity and Inclusion (MSSI), Verónica das Dores, was also present at the signing ceremony, highlighting the government’s commitment to supporting vulnerable populations and aligning with the MSSI’s mission to protect and promote the rights of vulnerable persons.

The INSPIRE Project, initiated at the request of the MSSI, focuses on strengthening social protection systems, enhancing nutrition, and improving the resilience of vulnerable populations against climate change.

Minister Verónica das Dores, highlighted, “I am honored to witness the signing of this crucial agreement between ADB and WFP. This partnership will enhance the Bolsa da Mãe program, supporting vulnerable pregnant women and lactating mothers in Ermera, Covalima, and RAEOA. The collaboration, including insights from a WFP-supported visit to Pakistan, underscores our commitment to protecting the rights of vulnerable individuals and building a resilient, inclusive society.”

Stefania Dina, ADB Country Director, emphasized, “The INSPIRE Project is pivotal for Timor-Leste. Our partnership with MSSI and WFP will enable us to address immediate nutritional needs while fostering long-term resilience against climate change. We are committed to supporting Timor-Leste’s sustainable development.”

Jacqueline de Groot, WFP Country Director, noted, “The World Food Programme is dedicated to working with ADB and MSSI to ensure vulnerable populations in Timor-Leste have access to support systems with nutritious food that will enhance and support healthier, more resilient communities.”
