DILI, 22 July 2025 (TATOLI) – The United Nations Development Program (UNDP), in collaboration with the Government of Timor-Leste and with support from the Government of Japan, is hosting a four-day technical training titled “Empowered Energy: A Gender Mainstreaming Toolkit in Action” from 22 to 25 July 2025 at Timor Plaza, Dili. This training is part of the Pacific Green Transformation (GX) Project, which supports net-zero and climate-resilient development across the Pacific region.
Timor-Leste will become the first country in the Pacific to implement the Gender and Energy Toolkit in a fully offline, field-based format. Co-created by experts from Papua New Guinea, Samoa, Vanuatu, and Timor-Leste with technical support from the UNDP Bangkok Regional Hub, the toolkit offers practical methods to make energy planning and infrastructure more inclusive, equitable, and gender-responsive.
Over four days, more than 15 participants from government institutions, utilities, and civil society will receive hands-on training in gender analysis, inclusive consultations, and gender-sensitive monitoring and evaluation. The training will also facilitate cross-sector dialogue and strengthen institutional capacity to ensure that clean energy investments benefit women and men equally, particularly in underserved and off-grid communities.
This training responds to structural challenges identified during the 2024 Regional Training of Trainers (ToT) in Fiji, including limited digital access, language barriers, and a need for local adaptation of global tools. By addressing these issues through practical, in-person learning, Timor-Leste is helping shape a region-wide shift toward inclusive energy solutions.
