MSSI Launches Online App to Improve Social Security Services

DILI, 05 August 2025 (TATOLI) – Timor-Leste’s National Institute of Social Security (INSS), under the Ministry of Social Solidarity and Inclusion (MSSI), has officially launched a new online platform for managing social security contributions.

Minister Verónica das Dores said the platform aims to help users manage their contributions more efficiently and independently, while also reducing long queues at INSS offices. “Before the launch, services were often slow because all procedures had to be done manually,” the Minister explained at the launch ceremony in Dili.

INSS President Arlindo Pinto highlighted that since the social security system was established in 2016, services for elderly people and persons with disabilities have significantly improved.

“Today we launched the app to provide better services for employers,” he said, adding that detailed information is available at https://segurancasocial.gov.tl.

According to INSS data, around 100,000 people are currently registered with the system. The institute has built up a reserve of US$156 million under the Social Security Contribution Scheme.

The Contributory Social Security Scheme was approved in 2016, but the laws regulating contribution obligations and benefits were only enacted on 24 May 2017. The scheme has since operated as a unified and universal system.
