Chinese Ambassador updates bilateral cooperation with Timor-Leste

DILI, 19 August 2025 (TATOLI) – The Ambassador of China to Timor-Leste, Wang Wenli, met with President José Ramos-Horta on Tuesday to provide an update on the progress of bilateral cooperation between the two countries.

“I met with President Horta to update him on the progress of bilateral cooperation across various sectors, including aircraft services, tourism, health, infrastructure, agriculture, scholarships, and other areas,” Ambassador Wang told Journalist at the Presidential Palace in Bairru-Pité, Dili.

China has provided extensive support to Timor-Leste in recent years, contributing to the country’s development through infrastructure projects, medical assistance, and educational opportunities. This support reflects the deepening ties and strategic partnership between the two nations.

Key areas of cooperation:

  1. Infrastructure Development

China has played a major role in constructing roads, power plants, and a container port in Timor-Leste. While concerns have been raised about the quality and cost-effectiveness of certain projects –such as the South Coast Highway–China remains a vital partner in the country’s infrastructure growth;

  1. Medical Assistance

Chinese medical teams have provided healthcare services, supported equipment maintenance, and trained local medical personnel. During the COVID-19 pandemic, China donated vaccines and medical supplies, significantly aiding Timor-Leste’s public health response;

  1. Educational Opportunities

China offers scholarships to Timorese students to study in Chinese universities, fostering human capital development and strengthening people-to-people connections. These exchanges promote mutual understanding and long-term friendship;

  1. Agricultural and Cultural Support

China has donated agricultural equipment and supported initiatives to enhance cultural and sports exchanges. Efforts are also underway to expand youth engagement, think-tank collaboration, and media cooperation. China has expressed interest in working with Timor-Leste on military and police affairs, including training and joint exercises;

  1. Strengthening Bilateral Relations

The two countries have signed a joint statement to reinforce their comprehensive strategic partnership. Timor-Leste has welcomed Chinese investment and expressed gratitude for China’s continued support. China, in turn, views Timor-Leste as a trusted neighbour, friend, and partner.

China’s multifaceted support continues to play a crucial role in Timor-Leste’s development, reinforcing the strong and evolving relationship between the two nations.
