Ambassador of Portugal Manuela Bairos bids farewell to Prime Minister Gusmão

DILI, 01 September 2025 (TATOLI) – Portuguese Ambassador to Timor-Leste Maria Manuela Freitas Bairos met with Prime Minister Kay Rala Xanana Gusmão to bid farewell ahead of the conclusion of her three-and-a-half-year term as Portugal’s top diplomat in Timor-Leste.

 “I will return to Portugal in two weeks. This visit is primarily to thank the Prime Minister, who has been a fundamental partner of Portugal, for his extraordinary cooperation with the people of Timor-Leste,” Ambassador Bairos told reporters following the meeting at the Government Palace on Monday.

During her diplomatic mission in Timor-Leste, Ambassador Bairos prioritized the education sector, focusing on strengthening the Portuguese language and improving the quality of education. She highlighted that approximately 80% of Timorese citizens had accessed Portuguese language programs.

In addition to education, bilateral cooperation extended to the sectors of justice, defence, public administration, and journalism. “Media support is essential for the dissemination and consolidation of the Portuguese language. Language is not just a means of communication –it is a gateway to the world of culture, music, and art,” she said.

The ambassador confirmed that the Portuguese government had approved the appointment of her successor. “I believe that on September 15, the day after my departure, the new ambassador will arrive in Dili,” she added.

On this occasion, Ambassador Bairos expressed her gratitude for the warm welcome she received from the people of Timor-Leste. “I have visited all the administrative posts and received tremendous affection. The greatest legacy is not just the buildings, but the sense of brotherhood that remains in my heart,” she concluded.

Portugal continues to offer extensive support to Timor-Leste, including financial aid, technical assistance, and capacity building across sectors such as human development, public administration, infrastructure, and justice.

This support is formalized through the 2024–2028 Strategic Cooperation Program and builds on deep historical, cultural, and linguistic ties. It also strengthens bilateral relations within the Community of Portuguese Speaking Countries (CPLP), promoting Timor-Leste’s modernization and economic growth.
