Timor-Leste launches new digital platform to strengthen fight against human trafficking

DILI, 13 October 2025 (TATOLI) – Timor-Leste has officially launched a new digital platform designed to strengthen national efforts to prevent and combat human trafficking.

The website of the Comissão de Luta Contra o Tráfico de Seres Humanos (KLATU) — https://klatu.mj.gov.tl  — was inaugurated on 9 October 2025 during a ceremony at the auditorium of the Justice Ministry in Dili.

The platform aims to enhance prevention measures, facilitate access to information, and promote stronger coordination between public institutions, civil society organizations, and international partners. It provides resources for victim support, relevant legislation, national policies, awareness materials, and reporting mechanisms to ensure a more coordinated and effective response to human trafficking.

During the launch, Minister of Justice Sérgio de Jesus Fernandes da Costa Hornai emphasized the platform’s importance. He said the KLATU website represents “a modern tool in the service of victim protection and the transparency of the State’s actions in combating human trafficking.”

 “This platform reflects the Government’s commitment to ensuring that all citizens have access to information, reporting mechanisms, and support networks necessary to combat a crime that continues to threaten human dignity. More than just a technological tool, it is a firm step in defending human rights and promoting justice,” the Minister added.

He also highlighted that the website will improve data sharing and provide access to updated information among relevant institutions, strengthening coordination and monitoring of reported cases.

Hornai recommended that the platform be available in Tetum, Portuguese, and Indonesian, and include a hotline for reporting and seeking assistance.

National Director of Information Technology at the Ministry of Justice Sebastião Domingos Freitas Belo presented the website’s key features. He explained that the platform was designed to be user-friendly and accessible throughout the country as well as to Timorese citizens living abroad.

The launch event was attended by Secretary of State for Equality Elvina de Sousa Carvalho, Head of Mission of the Organização Internacional para as Migrações Jewel Trishia Ali, and representatives of Agência de Tecnologias da Informação e Comunicação (TIC Timor I.P).

Also present were representatives from the Ministry of Transport and Communications, the Office of the Public Defender, the Civil Registry and Notary Service, the National Directorate of Criminal Investigation Police, and other state institutions. Ambassadors of the United States, Australia, and Indonesia, along with development partners and civil society organizations, also participated.

 The government views this initiative as an important step to strengthen victim protection, enhance transparency, and reinforce cooperation at both national and international levels in the fight against human trafficking.
