DILI, 07 january 2026 (TATOLI) – The Council of Ministers has appointed Natércia Eufrásia Soares Martins, Chief Superintendent of the Timor-Leste National Police (PNTL), as Executive Director of the Migration Service.
The appointment was made on wendnesday, january 7, following a proposal by the Minister of the Interior, Francisco da Costa Guterres.
Martins will serve a three-year term, renewable once for an equal period, based on her technical expertise, professional aptitude, and experience required for the role.
The government highlighted that, in light of contemporary challenges in migration management—including increased human mobility, emerging cybersecurity threats, and transnational terrorism—the appointment of an experienced police officer is strategic.
Martins’ leadership is expected to strengthen the country’s migration control and management capacities.
The move also aims to promote a favorable environment for tourism, investment, and sustainable economic development, reflecting the government’s commitment to ensuring security while supporting growth and public trust in key state institutions.
