DILI, 04 february 2026 (TATOLI) – The Council of Ministers has approved a draft Decree-Law establishing the Curriculum of the National Program for Secondary Education Equivalency.
The proposal was presented by the Minister of Education, Dulce de Jesus Soares.
The new diploma sets out the curriculum framework for the program, which is aimed at young people and adults who did not complete secondary education at the appropriate age.
“It provides an alternative route to formal schooling while granting formal equivalence to the secondary education level,” Government said in a statement.
The curriculum adopts a flexible and inclusive approach, tailored to the specific needs of youth and adult learners. It defines the organisation of training areas, teaching methodologies, assessment systems and certification conditions.
The measure is intended to strengthen access to lifelong learning, promote educational, social and professional inclusion, and help improve the overall qualifications of the population.
